REGISTRATION PROCESS AND MONITORING
Once a parent has decided on home education, to ensure that it is ‘legal’ they need to contact THEAC for an Information on Home Education Registration sheet. This sheet provides a clear flow chart with the processes which need to be followed to apply for registration as a home educator. [Registration includes the completion of an Application for Home Education form with accompanying certified copy of the child/ren’s full Record of Birth/Birth Certificate showing parents/guardians, and an outline of your proposed program].
Please note:
* Age for registration: 5 years old as at 1st January up until a child turns 16 years of age [unless the child is already in an ongoing home education program where you may request an extension to 18 years of age].
* Part time school enrolment and part time registration with THEAC is not a legal option in Tasmania.
* Minimum registration period: equivalent of one school term.
Once your Application for Home Education has been accepted by THEAC, a monitoring visit will be arranged with you. As approval of your program will be based on the information and detail presented at the monitoring visit, it is essential that dated samples of work and/or detailed information on the program and what has been completed/achieved since you commenced home education is shown. Discussion will also take place on your plans for your program’s future development.
Monitoring is primarily concerned with the home education program provided by parents for each student. Those carrying out monitoring as members or staff of THEAC need to ascertain on behalf of the Minister that for each student, the parent has made provision for the following:
• clear aims and purposes for the educational program;
• opportunities for student development in literacy and numeracy;
• opportunities for social interaction; and
• strategies for keeping a record of each student’s program and educational progress.
The monitoring visit and subsequent report should recognise that home education legitimately encompasses a wide range of philosophies, curricula and methods, ranging from highly structured courses to more informal learning programs.
Through the monitoring process, THEAC is able to offer advice and suggest resources.
The Minister for Education is advised that registered families are complying with legal requirements and THEAC regularly informs the relevant Department of Education authorities of new applications, cancellations and completions of home education registrations.
